The World Free Zones Organization World Congress 2025 in Hainan entered its final stretch with two impactful days of discussions, insights, and collaboration, and IFZA was proud to be at the centre of it all.

Shaping the Next Generation of Free Zones

The second day of the Congress set the stage for a strategic dialogue on how Free Zones can evolve to meet the demands of a rapidly changing global economy.

During the “Voices on the Ground: Stakeholder Perspectives on Zone Services” panel, Patrick Kuehl, Regional Director – Market Relations at IFZA, shared his expert perspective on redefining Free Zone success. He emphasised that true success lies in the quality of experience for businesses operating within a zone. Patrick highlighted how IFZA is going beyond traditional frameworks, focusing on administrative efficiency, access to talent, and integration of SMEs into international trade networks to create an ecosystem built around client needs and global competitiveness.

Another key session, “Designing the Next-Gen Zone,” highlighted an ambitious roadmap for global trade. Experts underscored the importance of policy alignment, digital infrastructure, and optimized logistics networks to enable seamless trade between Free Zones. The discussions reflected a shared vision: to future-proof Free Zones as hubs of innovation, connectivity, and opportunity.

The IFZA delegation also attended “Metrics that Matter,” a data-driven discussion that explored the analytical tools needed to accurately measure a zone’s total contribution to the economy. By aligning internal metrics with global benchmarks, IFZA continues to refine its approach to transparency, performance, and sustainable growth.

Driving Transformation Through Collaboration

Day 3 began with opening remarks opening remarks from H.E. Dr. Mohammed Al Zarooni, Chairman of WFZO, followed by an inspiring keynote address by Dr. Samir Hamrouni, CEO of WFZO. Together, their messages set an optimistic tone for the day’s discussions.

A major highlight was the International Forum on the Transformation and Upgrading of China’s Comprehensive Bonded Zones, which explored how China’s large-scale trade ecosystems are undergoing reform to enhance global integration. The forum offered valuable insights into how policy innovation, technological advancement, and sustainability are shaping the next wave of Free Zone development.

The day concluded with a closing ceremony that brought together delegates and thought leaders from across the world to reflect on the key outcomes of this year’s Congress. The resounding message is that collaboration remains the cornerstone of progress.
